Rep. Henry B. Steagall (D-AL)
It seems as though the PNT's linking of the 1913 Federal Reserve Act and the Steagall Stock Liability Act is a bit misleading. Steagall was not a Member of the House in 1913 when the original act was passed. This act was, however, amended by the Glass-Steagall Act in 1933, so perhaps that's where the name comes from.

Hard to tell whether the sponsor is Sen. Wesley Jones or Rep. John Jones, because the entry in the Cong. Rec. index for the bill has a typo and does not give the correct page for the Senate introduction of the measure. However, Rep. Jones did not participate in the House debate, and Sen. Jones chaired the Appropriations Committee at the time, so it seems more likely that he was the sponsor for whom the bill is named.

This is a great example of when the PNT's practice of listing two dates for an act -- one for when it was first enacted and another for an amendment -- is confusing. Sen. Patterson and Cochran sponsored the original act passed in 1932, which is ch. 271, 47 Stat. 326. Really unclear. The amendments offered in the House were all Committee amendments put forward by Rep. Rayburn, and the Senate amendments were by Shipstead. No one named Johnson participated in the debate in either chamber and none was appointed a conferee. It's possible that this is a mistake in the PNT, because there is a more famous "Johnson Amendment" in tax law that was offered by Sen. Lyndon Johnson on the floor, but it was not an amendment dealing with this part of the tax code - http://www.irs.gov/irs/article/0,,id=154788,00.html
