Really unclear. The amendments offered in the House were all Committee amendments put forward by Rep. Rayburn, and the Senate amendments were by Shipstead. No one named Johnson participated in the debate in either chamber and none was appointed a conferee. It's possible that this is a mistake in the PNT, because there is a more famous "Johnson Amendment" in tax law that was offered by Sen.
