Army Specialist Joseph P. Micks was a 22 years old when he was killed by an IED in Ar Ramadi, Iraq on July 8, 2006. He had been assigned to the 54th Engineer Battalion, 130th Engineer Brigade out of Bamberg.

Introduced by Rep. Bart Stupak; Micks was his constituent. Amends the law to allow the governor (or mayor of DC) to fly the U.S. flag at half-staff in the case of the death of active duty service members and officials, and requires flags at federal buildings within the jurisdiction to be flown at half-staff as well.
