The 1939 Act is referred to in statute by S. 210, 94 Stat 3287 (1980) as "commonly referred to as the Saltonstall-Kennedy Act", but Saltonstall was not in Congress in 1939, so it seems more likely that Saltonstall-Kennedy was one of the amendments. |
